Аннотация

Предмет исследования. Данная статья посвящена анализу влияния внедрения цифровых валют центральных банков (ЦВЦБ) на глобальную финансовую систему.

Цель исследования. Выявить потенциальные преимущества и риски внедрения ЦВЦБ, а также оценить их влияние на структуру финансового посредничества, роль коммерческих банков и трансграничные потоки капитала.

Методология исследования. Исследование основано на анализе существующей литературы по теме, изучении практических примеров пилотных проектов ЦВЦБ в разных странах и рассмотрении потенциальных сценариев развития и внедрения ЦВЦБ в глобальном масштабе.

Результаты исследования. В результате исследования выявлено, что внедрение ЦВЦБ может привести к значительным изменениям в структуре финансового посредничества, трансформации роли коммерческих банков и влиянию на трансграничные потоки капитала и обменные курсы. Кроме того, в статье обсуждаются вопросы интеграции ЦВЦБ с существующими платежными системами и инфраструктурой, а также потенциальное влияние на международную валютную систему и роль традиционных резервных валют.

Наличие надежной и безопасной формы цифровых денег, обеспеченных центральным банком, может снизить риски "набегов" на банки и повысить доверие населения и бизнеса к финансовой системе в периоды нестабильности. Кроме того, ЦВЦБ могут уменьшить зависимость экономики от частных платежных систем и инфраструктур, уязвимых к операционным сбоям и кибератакам.

С другой стороны, широкое распространение ЦВЦБ может создать новые риски для финансовой стабильности. В условиях экономического стресса или неопределенности, население и бизнес могут быстро конвертировать свои банковские депозиты в ЦВЦБ, рассматривая их как более безопасный актив. Это может привести к внезапному и масштабному оттоку средств из банковской системы, усиливая давление на ликвидность и платежеспособность банков[18]. Чтобы смягчить эти риски, центральные банки могут рассмотреть введение лимитов на сумму ЦВЦБ, которой могут владеть отдельные лица и компании, или использовать гибкие процентные ставки для стимулирования или дестимулирования спроса на ЦВЦБ в зависимости от экономических условий [16].

Учитывая глобальный характер финансового ландшафта и трансграничных платежных систем, согласованные усилия по гармонизации регулирования и использования центральных ценных бумаг в международном масштабе могут способствовать эффективной реализации их потенциальных преимуществ при одновременном снижении связанных с ними рисков.

    THE IMPACT OF THE INTRODUCTION OF DIGITAL CURRENCIES BY THE CENTRAL BANK ON GLOBAL FINANCE

    Annotation

    The subject of the study. This article is devoted to the analysis of the impact of the introduction of digital currencies of central banks on the global financial system.

    The purpose of the study. To identify the potential benefits and risks of introducing CBMs, as well as to assess their impact on the structure of financial intermediation, the role of commercial banks and cross-border capital flows.

    Research methodology. The study is based on the analysis of the existing literature on the topic, the study of practical examples of pilot projects of CVCS in different countries and the consideration of potential scenarios for the development and implementation of CVCS on a global scale.

    The results of the study. The study revealed that the introduction of central securities can lead to significant changes in the structure of financial intermediation, the transformation of the role of commercial banks and the impact on cross-border capital flows and exchange rates. In addition, the article discusses the integration of central securities with existing payment systems and infrastructure, as well as the potential impact on the international monetary system and the role of traditional reserve currencies.

    The scope of the results. The results of the study can be applied in the activities of central banks, commercial banks, fintech companies and regulators in the field of development and implementation of central securities.

    Conclusions. In conclusion, it is concluded that the implementation of the Central Bank is a complex and multidimensional process that requires careful analysis and consideration of various factors to ensure a balanced and sustainable development of the global financial system. The need for further research of optimal models and architecture of the Central Bank, their impact on the transmission mechanism of monetary policy and potential consequences for the international monetary system is emphasized.

    In recent years, the concept of digital currencies of central banks (CBCS) has attracted increasing attention from financial regulators, researchers and market participants. Central securities are a digital form of fiat money issued and backed by central banks. Unlike existing forms of digital money, such as cryptocurrencies or electronic money from commercial banks, central securities have a number of unique characteristics, including direct obligations of the central bank, potential universal availability and the ability to use offline.

    The introduction of the Central Bank can have a significant impact on global finance, transforming the way payments are made, the structure of financial intermediation and the mechanisms for implementing monetary policy. In the context of the rapid digitalization of the economy and the growth of cross-border capital flows, the study of the potential consequences of the introduction of central securities is becoming particularly relevant. The purpose of this article is to analyze the impact of central securities on the global financial system, identify potential benefits and risks, and discuss the prospects for the development of this technology.

    The existing literature on the topic of CVCS covers a wide range of issues, including technical aspects of implementation, legal and regulatory frameworks, as well as macroeconomic effects. Studies of the Bank for International Settlements (BIS) and central banks of various countries (Auer et al., 2020; Boar et al., 2020) discuss the design and characteristics of CVCS, as well as potential scenarios for their implementation. The works of Andriyanov (2021) and Kochergin (2020) analyze the impact of the Central Bank on monetary policy and financial stability. At the same time, a number of authors (Engert & Fung, 2017; Ketterer & Andrade, 2016) point to the potential risks of the Central Bank associated with cyber threats and competition in the banking sector. This article contributes to the existing literature by offering a comprehensive analysis of the impact of central securities on global finance and discussing the prospects for their development.

    The introduction of digital currencies by central banks (CBCS) can bring both significant benefits and potential risks to the global financial system. One of the key advantages of the Central Bank is to increase the efficiency and reduce the cost of cross-border payments. Currently, cross-border payments are often associated with high fees, long processing times and complicated procedures. Central securities can provide faster, cheaper and more transparent cross-border transfers through the use of a common digital infrastructure and direct settlements between central banks. For example, the Inthanon-LionRock project of the Bank of Thailand and the Hong Kong Monetary Authority demonstrates the possibility of making cross-border payments in real time using central securities.

    In addition, CBMs can enhance financial inclusion and accessibility of financial services. By providing the public with direct access to the central bank's digital money, central securities can reach people who do not have bank accounts and provide them with the opportunity to participate in the digital economy. This is especially true in developing countries, where a significant part of the population remains outside the formal financial system. Thus, the People's Bank of China, as part of a pilot project to introduce the digital yuan, focuses on increasing financial accessibility for low-income and rural residents.

    However, the introduction of CVCS also involves a number of risks and challenges. One of the main concerns is the potential impact of the Central Bank on financial stability and competition in the banking sector. In case of widespread use of central securities, commercial banks may face an outflow of deposits and increased competition from the central bank. This may lead to a reduction in lending to the real sector of the economy and negatively affect financial intermediation. To mitigate these risks, central banks are considering various models of central securities, such as a two-tier system or limiting the number of central securities available to the public.

    Another problem associated with CBDCs is ensuring the privacy and data protection of users. Unlike cash, digital transactions using CBDCs can be easily tracked and analyzed, raising concerns about the potential for mass surveillance and infringement of privacy rights.

According to a survey by the Bank for International Settlements, over 80% of central banks are exploring the possibility of issuing CBDCs, with some already moving towards practical implementation of pilot projects. For example, the Swedish Riksbank, in collaboration with a consortium of commercial banks, is testing a platform for issuing and circulating the electronic krona - "e-krona". At the same time, the European Central Bank is conducting public consultations on the introduction of a digital euro and assessing its potential benefits and risks.

    Another important aspect of the impact of CBDCs on the global financial system is their potential effect on financial stability and resilience. The introduction of CBDCs can have both positive and negative consequences for the stability of the financial system.

    On the one hand, CBDCs can contribute to increasing the resilience of the financial system to shocks and crises. The availability of a reliable and secure form of digital money, backed by the central bank, can reduce the risks of "runs" on banks and increase the confidence of households and businesses in the financial system during periods of instability. Furthermore, CBDCs can reduce the dependence of the economy on private payment systems and infrastructures that are vulnerable to operational failures and cyberattacks.

    On the other hand, the widespread adoption of CBDCs may create new risks to financial stability. In times of economic stress or uncertainty, households and businesses may quickly convert their bank deposits into CBDCs, viewing them as a safer asset. This could lead to a sudden and large-scale outflow of funds from the banking system, increasing pressure on banks' liquidity and solvency. To mitigate these risks, central banks may consider introducing limits on the amount of CBDCs that individuals and companies can hold or using flexible interest rates to stimulate or discourage demand for CBDCs depending on economic conditions.

    Moreover, CBDCs may increase the interconnectedness and interdependence of different segments of the financial system, amplifying the risks of shock propagation and "domino effects". The close integration of CBDCs with payment systems, financial markets, and other infrastructures may lead to a situation where disruptions or stresses in one part of the system are transmitted more quickly and strongly to other parts. To reduce these risks, it is necessary to ensure high reliability and resilience of the technological infrastructure of CBDCs, as well as to develop effective mechanisms for risk management and provision of emergency liquidity to participants in the financial system.

    Thus, the impact of CBDCs on financial stability and resilience is a complex and ambiguous issue that requires careful analysis and consideration of various factors. Central banks need to find a balance between the potential benefits of CBDCs for enhancing the resilience of the financial system and the risks associated with their widespread adoption. This may require adapting existing tools and mechanisms for ensuring financial stability, as well as developing new approaches to monitoring and managing risks in the context of digitalization of financial services.

    • China: The People's Bank of China (PBoC) is one of the leaders in CBDC development. Since 2014, the PBoC has been conducting research on the digital yuan, and in 2020, it launched pilot projects in several cities. During these projects, the digital yuan was used for retail payments in stores, restaurants, and transportation, as well as for paying a portion of salaries to public servants. The PBoC plans to further expand the pilot projects and gradually introduce the digital yuan at the national level.
    • Sweden: The Riksbank, Sweden's central bank, has been working on the "e-krona" project since 2017 - a digital version of the Swedish krona. As part of the pilot project, the Riksbank developed a technical platform for issuing and circulating the e-krona, and also tested various use cases, such as offline payments and integration with existing payment infrastructure. The Riksbank plans to continue research and development of the e-krona, considering the decline in the use of cash in Sweden.
    • The Bahamas: The Central Bank of The Bahamas officially launched the digital Bahamian dollar, known as the "Sand Dollar," in October 2020. The Sand Dollar became the world's first fully functional CBDC available to the entire population of the country. Residents of The Bahamas can use a mobile app to make payments, transfers, and other financial transactions with the Sand Dollar. The introduction of the Sand Dollar aims to increase financial inclusion and reduce the country's dependence on physical cash.
    • Eastern Caribbean Currency Union: The Eastern Caribbean Central Bank (ECCB) launched a pilot project in March 2021 to introduce the digital Eastern Caribbean currency (DXCD). The DXCD is a digital version of the Eastern Caribbean dollar used in the eight ECCB member countries. The pilot project includes the development of a platform for issuing and distributing DXCD, as well as testing various use cases, such as cross-border payments and government disbursements.
